Please take notice of Park City Municipal Corporation’s (PCMC’s) intent to waive a competitive procurement process. PCMC Procurement Rule 5-3 provides that the competitive procurement requirements may be waived under circumstances where there is a reasonable justification and the waiver is in the best interests of PCMC. The Procurement Official has determined that a waiver is appropriate for a contract for Installation of 1,100 linear feet of 8” C900 pipe on the School District property north of the intersection of Comstock Drive and Highway 248 in the amount of $75,000.00 to Kenny Seng Construction based on the information below:
Waiver Justification:
Awarding the contract without engaging in a Standard Procurement Process is appropriate where doing so is impractical and not in the best interest of PCMC. Here, a cost-benefit analysis demonstrates that transitional costs of changing to another provider are unreasonable or cost-prohibitive. Kenny Seng Construction is currently contracted with the Park City School district installing underground utilities. Because of the location of the proposed line, the contractor would install the City line in conjunction with work already being performed for the School District. Installing the water line now would reduce costs and limit disturbance to newly paved parking lots and infrastructure being installed around the newly constructed school sports complex, further reducing costs.
Average historical bid pricing for 8” C900 for Park City Municipal ranges from $150-275/lf. Pricing to install pipe in conjunction with the work already being performed is $63/lf.
