Jodi Emery Named Park City Municipal’s Acting City Manager
Current Deputy to begin interim appointment September 10
Park City, Utah – Park City Deputy City Manager Jodi Emery has been appointed by outgoing City Manager Matt Dias, with the advice and consent of Mayor Nann Worel, to serve as Acting City Manager effective September 10.
“In times of change, steady leadership carries us forward,” Mayor Worel said. “Jodi brings a calm professionalism and deep local roots to the table, and she has my full confidence to guide us with care. I ask the community to support us and stay engaged as we work through this transition together.”
A Park City native, Emery was appointed Deputy City Manager in April 2025. She previously served as Associate Dean for Administrative Operations at the University of Utah. She holds a Bachelor of Arts in Communications and a Master of Public Administration from the University of Utah.
“I’m grateful for the confidence Park City’s leaders have shown in me, and I’m honored to serve in this role,” Emery said. “I look forward to collaborating with our dedicated staff, residents, and partners to ensure a cohesive transition and continue delivering the highest level of service to our residents.”
Dias, who has served Park City since 2014 and as City Manager since 2019, said Emery’s organizational management experience made her an excellent choice. “I am confident in Jodi’s ability to lead during this interim period,” he said. “She also has a great group of committed professionals to support her and ensure continuity of operations.”
Per City Code, Emery will serve as Acting City Manager until a permanent City Manager is appointed by the sitting Mayor under the advice and consent of the City Council. Mayor Worel has declared her intent to leave the appointment to the incoming Mayor, who takes office in January 2026 after the 2025 municipal elections.
