Transmission Line Undergrounding Project
Beginning August 2025, Rocky Mountain Power will work to underground transmission lines in the Park City Cemetery, Boot Hill, and Bonanza Park.
City Council approved final budget and alignment on August 15, 2024. Additional public discussions:
Project Timeline
The project will take place over two summers.
Phase I: 2025
- July 2025 | Construction begins end of July with mobilization and the start of excavation for Boot Hill Vault and associated communication infrastructure. This will include concrete, fill, and installing vault and conduit.
- August 2025 | Work continues with concrete and backfill operations on Boot Hill. Traffic control is set up on Kearns Boulevard in mid-August, followed by saw cutting and excavation for Kearns Vault. Conduit installation between the vaults and backfill activities are ongoing throughout the month.
- September 2025 | Excavation moves to Woodbine Way and installation of the final vault and tying together the vaults with underground conduit.
- October 2025 | Clean-up and demobilization of the construction site is scheduled for mid- to late October, marking Phase I completion.
Phase II: 2026
This phase will tie in the new route to the existing infrastructure, remove old towers and lines, and bring new line into service. Project will be complete early fall of 2026.

Existing overhead line leaves the Park City substation, travels through the Bonanza Park site, through the cemetery, and along Boot Hill (purple). This project will underground the lines within the substation, beneath Woodbine Way and Kearns Boulevard, and adjacent to the cemetery, and tie back into the overhead lines on Boot Hill (orange).
This new alignment has the following community benefits:
- Additional cemetery plots
- Lowers wildfire risk
- Removes transmission lines and towers from view corridor
- Removes 60-foot aerial restriction from Bonanza Park redevelopment site
