• Purpose and Need Statements: defining SR-248’s transportation challenges and the study’s objectives  
• Measures of Effectiveness: metrics to evaluate potential transit solutions 
• Range of Alternatives: transit options considered in the initial review 
• Purpose and Need Screening Results: alternatives recommended for further study based on alignment with Purpose and Need 

The council supported the Purpose and Need statements, Measures of Effectiveness, and Range of Alternatives. These five alternatives were further refined in the Level 1 Screening.

4. Automated guideway transit 
5. Rail Trail transit alignment
